Detailed Narrative Description of Project:

The objective of the assignment is to assist the Government of Uzbekistan in improving its budget
execution processes under a new budget classification system. The scope of work includes assistance to the Treasury under the Ministry of Finance (MOF) in evaluation of bidders' technical proposals on development and implementation of the Government Financial Management Information System (GFMIS), preparation of training modules and provision of hands-on training to the MOF staff on budget execution

Detailed Description of Actual Services Provided by Our Company:

Focused on the following:
i. Assisted Project Implementation Unit (PIU) with finalising Stage 1 bidding documents for the procurement of Government Financial Management Information System (GFMIS);
ii. Examine the training material in use on business process changes, including GFMIS application and assist in refining it for the use of Treasury staff;
iii. Review the training needs analysis and training programs by the Government and other development partners with an aim to identify gaps and measures to effectively coordinate overall activities;
iv. Assist the Treasury during the evaluation of proposals by the bidders in the first stage of the bidding process, and in amending the bidding documents for the second stage of the bidding process;
v. Advice the Treasury on potential problems and set up an early warning system to track GFMIS procurement, design, piloting and roll-out;
vi. Assess GFMIS readiness in selected local Treasury offices and line ministries to facilitate the piloting process;
vii. Prepared a detailed Gantt chart of all the steps in GFMIS roll-out for monitoring purposes.
